I am a new member but was able to look at the September 2011 data in PDF format without any problems. When I tried to download it as a spreadsheet, my browser (IE 9) presumably timed out. Is this a common problem?

Yes…I think its a common problem PDF files are most better file which can be read from any browser.
Bot it is possible to convert a PDF file to a excel spreadsheet.i think the way you try to convert may not be correct so that it failed .
There are many steps to convert a PDF file to a spreadsheet in online you can refer that for a better work.
And we needed I think many services are there to help for such problem
